Alongside our construction work, 4E Property Development offers professional Quantity Surveying, contract management and project management services to public and private sector clients on building and infrastructure projects.

The practice is led by Drickus (P.F.D) Fourie, a registered Professional Quantity Surveyor with the South African Council for the Quantity Surveying Profession (SACQSP Pr. No. 4441). Drickus has 29 years of industry experience as project QS, contracts manager and project manager on small to large projects, including low-cost housing developments, civil infrastructure contracts, the P&L Hardware retail expansion programme (17 new stores in three provinces), an office building in Ismini Park Polokwane, Giyani Civic Centre, the UNISA satellite campus in Masingita Plaza and the Seshego treatment centre. He also has international experience on the Maputo Development Corridor and in Namibia.

Quantity Surveying Services

Traditional QS: Feasibility and sensitivity analysis, cost advice and cost planning, bills of quantities and tender documentation, contract advice and procurement, contract administration, cost control, progress valuations and payment certificates, and final accounts.

Additional QS: Replacement cost analysis, reinstatement assessments, work-in-progress assessments and dispute resolution.

Specialised QS: Loan audits, supervisory QS-watching assessments and construction loss adjustment assessments.

Contractor-side QS: Rate build-up and tender pricing, contractual claims (cost and time), and dispute and litigation support.

Accompanying services: Asset register compilation, whole life-cycle asset maintenance and cost advice, and maintenance budgets.

Project & Construction Management

We manage projects through every key stage: project initiation; conception and design (including the project plan); contracting and procurement; resource mobilisation and implementation with integrated monitoring and evaluation; and project close-out. Our procedures follow PMBOK principles and aim to conform to ISO standards.

Project Management: Contract administration, time management and planning, and value engineering.

Construction Management: Subcontractor management, cost control, procurement, mentorship programmes and field management.

Development Management: Project viability studies, land assessment, project funding and financial engineering.

Contract Administration: JBCC, NEC3, FIDIC and GCC 2010 contracts, including correspondence, claims and relationship management.

Ancillary Services: Market, best-use and feasibility studies for residential, retail, commercial, hotel, hospital and education developments, plus occupational health and safety services.
